Municipal facilities use oils and lubricants on a daily basis, so employees must take on the responsibility of using and handling petroleum products safely to avoid causing harm to people, property and the environment. There are many factors that go into oil spill prevention. This is why an SPCC (Spill Prevention, Control, and Countermeasure Plan) exists, and why SPCC training is required by law.
